Ha sido miembro del Congreso Constituyente Democrático de 1993, Ministro de Relaciones Exteriores ( 1995 -1997), Embajador del Perú ante la ONU ( 1999 - 2000), Vicepresidente del Perú y Presidente de la Comisión de Relaciones Exteriores del Congreso del Perú ( 2000 - 2001).
Dejeme decirle señor Tudela, que a pesar de no estar de acuerdo con una serie de aspectos de su vida y tengo la peor consideración de Cecilia Valenzuela. Sin embargo, sus disertaciones sobre política internacional me tienen encantado y nadie más lo hace en el Perú. Siga así.
